Borough Council of West Chester, regular meeting minutes (January 11, 1961).

Council members present: Mosteller, Spaziani, Conner, Cosgriff, Thomas, Baldwin and Underwood.

Also present: Mr. Marrone (Solicitor), Mr. Shay (Controller), Mr. Bayliss (Public Works), Mr. Mussleman (Housing Inspector) and Kauffman (Planning Commission) and Turner (Planning Commission).

Called to order at 7:30 P.M. [...]

A large group of residents of the 200 block E. Market st., with Mr. Arthur Jones as spokesman, presented to Council the parking problems created by limited parking as well as snow conditions. After considerable discussion the problem was referred to the proper Committee.

Mr. & Mrs. Davis, who operate a Gun Shop at the Food Fair Shopping Center, discussed the need for more police protection at the center. Referred to Police Committee. [...]

After a motion by Mr. Cosgriff, seconded by Mr. Thomas, the appointment of Elmer Schmidt as Patrolman was approved as well as the reimbursement to him of previous salary deductions for the Police Pension Fund. [...]

Council members present: Mosteller, Conner, Cosgriff, Thomas, Baldwin and Underwood.

Also present: Burgess Lucas, Mr. Marrone (Solicitor), Mr. Bayliss (Public Works), Controller Shat and Mr. Mussleman (Housing Inspector).

Called to order at 7:30 P.M. [...]

A group of citizens from W. Biddle Street area, appeared before Council and requested relief from muddy condition of streets as well as rubbish, rats, etc. Referred to Committee to visit the area on 3/9/61 at 9 A.M. Also, secretary was directed to arrange a meeting with Mr. Michael Lubin. [...]

Also present: Burgess Lucas, Mr. Marrone (Solicitor), Mr. Shay (Controller), Mr. Bayliss (Public Works) and Mr. Mussleman (Housing Inspector).

President Mosteller reported on visit to area around W. Biddle St. and Lafayette St. by Committee of Council.,Storm Drainage in this area to be completed by developers by September 1, 1961. [...]

After a motion by Mr. Conner, seconded by Mr. Thomas, the Off Street Parking Committee was authorized to study parking for jurors with power to act. [...]

Council members present: Councilman Mosteller, Spaziani, Conner, Cosgriff, Thomas, Baldwin and Underwood.

Also present: Burgess Lucas, Mr. Marrone (Solicitor), Mr. Shay (Controller), Mr. Bayliss (Public Works) and Mr. Mussleman (Housing Inspector).

Mr. Meagher, of the Meagher Construction Co., presented proposed sub-division plans for sixteen houses on W. Nield St. The plans were reviewed and questions raised concerning width of streets, pavement and curbs and storm drainage. Referred for review and recommendations to Planning Commission and Sewer and Water Committees. [...]

Letter received from J. Leon Haggerty requesting Borough to furnish water and sewer at 120 Dean St., for new construction on vacant land on south side of street. Action deferred to regular meeting. [...]

Mr. and Mrs. Luther Jarrett, 4ll W. Market St., appeared and requested some action concerning conditions created by property next door. After considerable discussion matter was referred to Housing Officer for proper action. [...]

Copy of letter read relative to Act No. 27A as it applies to West Chester State College and the Borough of West Chester concerning costs for expanded water and sewer needs at the College. [...]

Borough Council of West Chester, adjourned meeting minutes (July 27, 1961).

Council members present: Councilman Mosteller, Spaziani, Cosgriff, Thomas, Baldwin and Underwood.

Also present: Mr. Mussleman (Housing Inspector), Waldron and Risser of the Zoning Board of Adjustment, Messrs, Kauffman, Hall and Melton of the Planning Commission and Mrs. Rickert and Mrs, Darnofsky of the League of Women Voters.

Report of Planning Commission dated July 26, 1961 concerning recommendations relative to plans of W. C. Homes, Inc. and Colonial Manaor Apartments was read.

After a motion by Mr. Cosgriff, seconded by Mr. Spaziani, plans of Colonial Manor Apartments were approved with the stipulation that an entrance and an exit, one each either on Bradford Ave. or Chestnut St., be provided to the parking area at the rear of buildings. [...]

Mr. Cox discussed in considerable detail the various procedures and aids available to the Borough in order to develop a Comprehensive Plan, He stated that a comprehensive plan for all participating municipalities should be undertaken by the Regional Planning Commission, After considerable discussion Mr. Cox stated that he and his staff are available to work with the Borough Planning Commission at no cost to the Borough, in the collecting and analysis of Borough data toward the development of a comprehensive plan, A meeting of the Borough Planning Commission with Mr. Cox was scheduled for Tuesday, August 15, 1961 at 7:30 P.M.

Letter received from West Chester State College requesting relocation of official parking signs at High St. & College Ave. [...]

There was some discussion concerning shopping carts off premises of stores and also need for reconsideration of charges for Police Radio services for 1962. [...]

1961/09/13
Borough Council of West Chester, regular meeting minutes (September 13, 1961).

Council members present: Mosteller, Spaziani, Conner, Cosgriff, Thomas, Baldwin and Underwood.

Also present: Mayor Lucas, Solicitor Mac Elree, Mr. Bayliss (Public Works), Mr. Shay (Controller) and Mr. Mussleman (Housing Inspector).

Called to order at 7:30 P.M. [...]

Letter received from Mayor Lucas advising of his suspension of Officer George Hurd from the Police Force on grounds of conduct unbecoming an officer.

Officer Hurd was present and in general admitted the charges. After a motion by Mr. Cosgriff, seconded by Mr. Conner, Council went into Executive Session to review the charges and discuss what action to take in this matter.

After the Executive Session, After a motion by Mr. Spaz-iani, seconded by Mr. Cosgriff, it was approved by a vote of 4 to 3 - Councilmen Conner, Baldwin and Underwood voted no - to suspend Officer Hurd for a period of 60 days, From September 9 to November 7, 1961 inclusive, without pay and a reduction of one merit salary classification. [...]

Mr. Cosgriff reported on Fallout Shelters. After discussion and After a motion by Mr. Cosgriff, seconded by Mr. Underwood, it was approved that permits would be required for the construction of Fallout Shelters, but that no fee was to be charged. Shelters to conform to Civil Defense specifications.

Mayor Lucas suggested that Geiger Counters be purchased. Action on this deferred for further study. Mayor Lucas also discussed "No Parking" signs in vicinity of the State College. Referred for study to Police Committee. [...]

Borough Council of West Chester, adjourned meeting minutes (September 28, 1961).

Council members present: Mosteller, Spaziani, Conner, Cosgriff, Baldwin and Underwood.

Also present: Mayor Lucas and Mr. Mussleman (Housing Inspector).

After a motion by Mr. Cosgriff, seconded by Mr. Underwood, the resignation of Patrolman Andrew Ocealis, Jr., to be effective October 7, 1961 was accepted with regret, and authorization to refund his contributions to the Police Pension Fund was approved, Secretary was directed to advise Civil Service Commission that Council wants to fill two vacancies for Patrolman in the Police Department. [...]

Also present: Mr. Marrone (Solicitor), Mr. Shay (Controller), Mr. Bayliss (Public Works), Mr. Mussleman (Housing Inspector) and Mr. Smith.

Mr. Morton Fox, acting as spokesman, presented and read a petition signed by eight merchants requesting Council to install two-hour parking meters in the Union Street Parking Lot in order to provide parking facilities for patrons of their stores. After considerable discussion President Mosteller thanked the petitioners for their consideration and interest and advised them that Council will consider their request when the overall parking problem in the Borough is Reviewed. [...]

In connection with petition presented at the beginning of the meeting the motion of Mr. Cosgriff, seconded by Mr. Thomas, that only 3 hour parking be permitted on both sided of South High Street, from Barnard to Dean Streets, was approved. [...]

Dr. Strucklen, 6ll N. Matlack St. and Mr. Brill, of the Health and Welfare Council spoke of fluoridation and requested that Council again consider this matter and send a new application to State Dept, of Health, Referred to rtater Committee. [...]

Borough Council of West Chester, special meeting minutes (November 30, 1961).

Council members present: Mosteller, Spaziani, Cosgriff, Thomas and Underwood.

Also present: Mayor Lucas, Mr. Bayliss (Public Works), and Councilman-elect Barber.

Called to order at 7:30 P.M.

After a motion by Mr. Cosgriff, seconded ty Mr. Underwood, it was approved to accept the resignation of Patrolman Richard Steward, effective December 1, 1961; to authorize refund of his contribution to Police Pension Fund and to fill vacancy created by his resignation.

Letter received from Civil Service Commission certifying as eligible for promotion to Sergeant the six applicants who took the examination and passed with marks as follows: John W. Sobers, 217; Salvatore Canzoneri, 206; L. Dyer Henley, 200; Gordon W. Smith, 196; Carl E. Durnell, Jr., 193; and Earl S. Sweimler,l86. Referred to Police Committee.

After a motion by Mr. Cosgriff, seconded by Mr. Spaziani, the appointment as Probationary Patrolman of Richard F.Boyd, Jr., Donald W. Sheeler and Joseph A. Nero, was approved. Date of appointment to be determined by Police Committee. [...]

President Mosteller reported that a property is available in West Miner St, which could be used for off-street parking. After discussion and After a motion by Mr. Thomas, seconded by Mr. Underwood it was approved to obtain an appraisal of the property and refer proposal to Off-Street Parking Committee.
