This document describes the plan for a flood control project at Kayes.
Kayes was founded as a result of military conquest of the area, at the highest point of navigation on the Senegal River for ships trying to reach Mediné. (Note: from the map, it is evident that Mediné controls an important passage through the mountains. Subsequently, warehouses and stores were built there. Later, the railroad was built from Kayes and for that reason, Kayes became an administrative center.
The flood of 1890 was not too serious because Kayes was still fairly small and primitive, but the flood of 1906 did serious damage. The damage in 1906 was estimated at 1,500,000 francs
