The Fédération des Fonctionnaires de l'AOF had a meeting on June 1, 1938 concerning the indemnité du zone which was unchanged since 1937. Representatives of the Chemin de Fer Conakry-Niger recommended calling a general strike. The Sécretaire de la Fédération Arnaud suggested holding a referendum among the members of all the affiliated unions in the AOF.
On Monday, June 13, 1938, the Sécretaire du Section Travailleurs du Rail Maylin called a meeting concerning the Fédération des Fonctionnaires de l'AOF referendum. Of the 14 members, only Mm. Daniel and Caveland (Section de Exploitation ); Condemine, Maylin, Pichon and Roy (Section de Traction); and Caveland (Section de Voie) showed up. They agreed that a strike was reasonable, but insisted on waiting until the end of the rainy season when the railroad was busiest and the impact would be the greatest.
